Read Matthew 18 Community of the Messiah Revealed

Again, I say to you that if two of you agree on earth concerning anything that they ask, it will be done for them by My Father in heaven. For where two or three are gathered together in My name, I am there in the midst of them. (Matthew 18:19-20 NKJV)

Jesus had cautious his disciples not to cause offence. He directed them what they must do in case of offences. These directions are intended for the preserving of the peace and unity in preserving the purity of the church.

From the context, the protocol of relating to dealing with offender. The offended party should go and tell him his fault alone. If one doesnt do it, he should not deliberate or gossip about it to others. He gains his brother should him got it settled, < Brethren, if a man is overtaken in any trespass, you who are spiritual restore such a one in a spirit of gentleness, considering yourself lest you also be tempted. (Galatians 6:1) If the offender is adamantly unrepentant then there should be two as one follow up with his plead or their engaging in such a work with prayer.

There is the power of agreement in regard the decisions of the cases brought before them. The smallest number shall suffice to obtain the fulfilment of prayer as touching anything which could be obtained even by the largest number. It shall be done for them in accordance with the usual laws of Gods kingdom of grace and nature.

The purpose is in done in line with His Name and for His glory. It is meant towards restoration and unity of the people.

Finally, promise of His presence. Christ is present with and amongst His people, the guides and officers of his church, whenever they assemble and meet together in his name, be it ever so small a number, to direct their censures, and to confirm the sentence passed in his name, and pronounced by his authority upon obstinate offenders

Prayer: Lord, Thank You for people of similar faith who could be in position to stand with us in agreement to see Your Kingdom revealed. I ask that we too will exercise accountability and accept Your discipline for the purity of Your church.
